ล่าสุดมติชนออนไลน์ รายงานเมื่อเวลา 19.00 น. วันนี้ (27 พ.ค.) ว่า พ.อ.สรรเสริญ แก้วกำเนิด โฆษก ศูนย์อำนวยการแก้ไขสถานการณ์ฉุกเฉิน(ศอฉ.) กล่าวถึงกรณีนายสุธาชัยอดอาหารประท้วง ว่า ที่ผ่านมานักวิชาการรายอื่นที่วิจารณ์ ศอฉ. ก็ไม่ได้มีการควบคุมตัว แต่ ดร.สุธาชัยเป็นบุคคลที่มีหมายจับและมามอบตัวเอง การที่ไม่รับประทานอาหารก็คงทำให้หิว แต่ก็เป็นสิทธิของนายสุธาชัย ทั้งนี้ ศอฉ. ทำตามกรอบกฎหมาย แต่หากท่านไม่ทานอาหารจริง ท่านกินเจเล่ก็คงจะอิ่มอยู่แล้ว

Matichon newspaper (online) report that on 27 May, Colonel Sarnsern Kaewkamnerd, CRES Spokepersons said that Suthachai has a right to perform a hunger strike. Sarnsern also said that there are many academic scholars who also critisised CRES, however in the case of Suthachai, there is an arrest warrant for him and he turned himself in. Sansern comments that not eating any food would probably make Dr. Suthachai hungry, but it's his rights to do so. CRES is performing within legal frame. And if he's not eating any food , eating Jelly should make him full.

'Suthachai' begins hunger strike as CAPO does not let him read books in detention

27th May 2010, Mr. Krisadang Nutcharus, lawyer of Mr. Suthachai Yimprasert, a history professor at Chulalongkorn University, states after having visited Mr.Suthachai at Adisorn Military Camp, Saraburi, that the professor decides to starve in protest since the morning ,because he is not allowed to read any newspaper, listen to the radio, watch the television, or follow the news in any way. Even his textbooks, which are needed for preparing lectures, are forbidden .

Mr. Krisadang says that Mr. Suthachai will carry on hunger strike until he is allowed to read his textbooks and prepare for his lectures. The officer’s prohibition is considered unlawful, since it breaches fundamental rights. Even during emergency enactment, it is not allowed to detain a suspect, only contemporary confinement.

Moreover, Monday 30th May, the date previously set for his release, is a holiday, and today the officer ask the court for the permission to prolong Mr.Suthachai’s detention for more 7 days. As for his living condition, it is not objectionable. Only his wife and his lawyer are allowed to visit him.

On 23rd May, police officer, under CAPO’s name, broke into Mr.Suthachai’s residence to search for items of suspect in it and declared that CAPO would detain him, a suspect according to the emergency enactment. They stated that it is needed to keep him from conducting or co-conducting dangers, and to ask for his cooperation in ending dangers. (Such power is stated in section 11 (1) of the emergency enactment.) Then, on 24th May, at 10:00, Mr. Suthachai, along with Mr. Somyos Preuksakasemsuk, the leader of the 24th June Democracy Group and the editor of Red News newspaper, surrendered themselves to the officer at Crime Suppression Division, and were sent to Royal Thai Army Cavalry Center, Adisorn Military Camp, Saraburi.

'สุธาชัย' อดข้าวประท้วง ศอฉ.คุมตัว ไม่ให้อ่านหนังสือเตรียมสอน

27 พ.ค.53 นายกฤษฎางค์ นุตจรัส ทนายความของสุธาชัย ยิ้มประเสริฐ อาจารย์ประจำภาควิชาประวัติศาสตร์ คณะอักษรศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยเปิดเผยหลังเข้าเยี่ยมสุธาชัยที่ค่ายอดิศร จังหวัดสระบุรีในวันนี้ว่า สุธาชัยประกาศอดอาหารเพื่อประท้วงตั้งแต่เมื่อเช้าวันนี้ เนื่องจากตั้งแต่ควบคุมตัว เจ้าหน้าที่ไม่อนุญาตให้อ่านหนังสือพิมพ์ ฟังวิทยุ ดูโทรทัศน์ หรือติดตามข่าวสารใดๆ แม้กระทั่ง หนังสือวิชาการที่เอาไปด้วยเพื่ออ่านเตรียมการสอนสำหรับปีการศึกษาที่กำลังจะเริ่มนี้เจ้าหน้าที่ก็ไม่ให้อ่าน

กฤษฎางค์ กล่าวว่า สุธาชัยประกาศจะอดข้าวเพื่อประท้วง จนกว่าจะได้อ่านหนังสือเพื่อเตรียมการสอน การกระทำดังกล่าวของเจ้าหน้าที่ถือว่าผิดกฎหมายเป็นการละเมิดสิทธิเสรีภาพขึ้นพื้นฐาน แม้แต่ใน พ.ร.ก.ฉุกเฉิน ก็ระบุห้ามควบคุมตัวหรือประพฤติกับผู้ต้องสงสัยเสมือนนักโทษ ห้ามขังในเรือนจำ ทำได้เสมือนแค่การกักบริเวณเพื่อจำกัดเสรีภาพเป็นการชั่วคราวเท่านั้น

นอกจากนี้ในวันอาทิตย์ที่ 30 พ.ค. นี้จะครบกำหนดควบคุมตัวสุธาชัย 7 วัน แต่เนื่องจากเป็นวันหยุด ในวันนี้เจ้าหน้าที่จึงยื่นเรื่องต่อศาลเพื่อขอฝากขังต่ออีก 7 วันแล้ว สำหรับความเป็นอยู่ภายในค่ายนเรศวรนั้น สภาพความเป็นอยู่ไม่มีปัญหาและอนุญาตให้เข้าเยี่ยมเฉพาะภรรยาและทนายความเท่านั้น

ทั้งนี้ เมื่อวันที่ 23 พ.ค.ที่ผ่านมา เจ้าหน้าที่ตำรวจอ้างอำนาจ ศอฉ.บุกค้นบ้านพักสุธาชัย และแจ้งว่ามีคำสั่งจาก ศอฉ. ให้จับกุมตัว นายสุธาชัย ซึ่งเป็นผู้ต้องสงสัยตาม พ.ร.ก.ฉุกเฉิน ด้วยความจำเป็นเพื่อป้องกันมิให้กระทำการหรือร่วมกระทำการอันจะทำให้เกิดเหตุการณ์ร้ายแรงหรือเพื่อให้เกิดความร่วมมือในการระงับเหตุการณ์ร้ายแรง (อำนาจตามมาตรา 11 (1) ของ พ.ร.ก.ฉุกเฉิน) ต่อมาวันที่ 24 พ.ค.เวลา 10.00 น. สุธาชัย พร้อมด้วยนายสมยศ พฤกษาเกษมสุข แกนนำกลุ่ม 24 มิถุนา ประชาธิปไตย และบรรณาธิการหนังสือพิมพ์ Red News ได้เดินทางเข้ามอบตัวที่กองบังคับการปราบปราม (บก.ป.) และถูกควบคุมตัวไปที่ศูนย์การทหารม้า ค่ายอดิศร จ.สระบุรี

Mark Mackinnon ผู้สื่อข่าวจากหนังสือพิมพ์แคนาดา The Globe and Mail ให้สัมภาษณ์ถึงประสบการณ์การต้องเดินทางเข้าออกวัดปทุมฯ เพื่อรายงานข่าวในช่วงที่มีการปราบปรามผู้ชุมนุมของรัฐบาล

Q: ผมเข้าใจว่าคุณคงได้เล่าเรื่องนี้ซ้ำหลายรอบแล้ว แต่ผมก็คงจะต้องขอถามอีกหนหนึ่งว่า วันนั้นเกิดอะไรขึ้นบ้างครับ

A: เรื่องเวลานี่ผมไม่แน่ใจเท่าไรนัก คุณสามารถไปดูได้จากทวิตเตอร์ของผมได้นะ น่าจะแม่นยำกว่าความจำของผม เริ่มด้วยผมกับแอนดรูว์ (แอนดรูว์ บันคอมบ์ / Andrew Buncombe) นักข่าวชาวอังกฤษจากหนังสือพิมพ์ The Independent เดินไปตามถนนอังรีดูนังต์เพื่อเข้าไปในพื้นที่ชุมนุม เป็นเวลาประมาณเที่ยง ๆ ได้ที่พวกเราไปถึงบริเวณเวที แล้วก็เดินต่อไปจนถึง FCCT ซึ่งกลายเป็นประเด็นสำคัญขึ้นมาเพราะว่าจากบน FCCT นั้น เราสามารถเห็นภาพการปะทะด้านล่าง และเรายังเห็นระเบิดตามจุดต่าง ๆ จากนั้นเราก็ได้ SMS ซึ่งไม่แน่ใจว่าจาก ศอฉ. หรือเนชั่น หรือว่าเว็บ ThaiVisa.com บอกว่าทหารกำลังพักการปฏิบัติการ แอนดรูว์กับผมเลยคิดว่าน่าจะปลอดภัยที่จะลงไปดูเหตุการณ์ข้างล่างและที่วัดปทุมฯ

เราเดินลงไปที่แยกราชประสงค์ ซึ่งแทบไม่เหลือใครแล้ว เห็นแต่ผู้หญิงคนหนึ่งถือธงอยู่ แล้วเราก็เดินไปถึงวัดประมาณบ่ายโมงหรือบ่ายสองโมง ตอนนั้นน่าจะมีคนอยู่ประมาณ 1,500 คน โดยหลังจากนั้นข่าวก็ออกว่ามีอยู่ 3,000 คน ซึ่งก็เป็นไปได้เพราะผมก็ไม่ได้เดินดูอย่างละเอียด ในวัดนั่นเราก็สัมภาษณ์ผู้คนว่ามา ถึงวัดได้อย่างไร เมื่อเช้าเป็นอย่างไรบ้าง อยู่ในวัดรู้สึกปลอดภัยหรือไม่ ซึ่งบางคนก็ยังรู้สึกไม่ปลอดภัย บางคนเชื่อว่าจะไม่มีใครโจมตีเข้ามาในวัด บางคนคิดว่าทหารนั้นเชื่อไม่ได้ พอประมาณห้าโมงเย็น เนื่องจากเคอร์ฟิวและเราต้องการหาที่ที่ปลอดภัยไว้เขียนข่าว เราก็เดินออกมาที่ถนนไปตามถนนพระราม 1 กลับไปราชประสงค์ แล้วตอนนั้นเราก็คิดว่าต้องมีหมายเลขโทรศัพท์ของคนที่อยู่ในวัดไว้บ้าง เผื่อว่าถ้าสถานการณ์อันตรายมากขึ้นจะได้โทรไปถามข่าวคราวได้

เราเลยเดินกลับมาที่วัด เมื่อถามได้หมายเลขโทรศัพท์บ้างแล้วก็เดินกลับมาด้านหน้า ตอนนั้นเองที่ผมเห็นด้วยตาตนเองว่าที่นอกกำแพงวัดมีคนยิงดอกไม้ไฟสองลูกไป ทางราชประสงค์ ซึ่งเวลานั้นเอง เพื่อนของผม นิค เพทัน วอลช์ (Nick Paton Walsh) จาก Channel 4 อยู่ที่ราชประสงค์ เขาบอกว่ามีทหารอยู่แถวนั้น สิ่งที่เกิดขึ้นหลังจากนั้นก็คือมีการยิงเข้ามาอย่างหนักที่บริเวณด้านหน้าของวัด ระหว่างโบสถ์กับประตูหน้า เราหมอบอยู่หลังรถกระบะสีน้ำเงินคันหนึ่ง กระสุนส่วนมากดูเหมือนจะมาจากด้านบน อาจจะเป็นจากรถไฟฟ้าหรือว่าอาคาร ผมก็ได้แค่เดา ภาพนี้คล้ายกับที่ผมคิดไว้ [ชี้ภาพทหารบนรางรถไฟฟ้า จาก นสพ. ข่าวสด ฉบับวันอาทิตย์ที่ 23 พฤษภาคม 2553] คือผมไม่รู้แน่ชัดว่ามันมาจากข้างบนเพราะมันเริ่มมืดแล้ว แต่ความรู้สึกคือมันมาจากด้านบน และผมทำงานในพื้นที่สงครามมาหลายแห่ง ผมฟังความแตกต่างได้ระหว่างเสียงกระสุนกระทบวัตถุกับเสียงกระสุนวิ่งผ่านไป และตอนนั้นมันเป็นเสียงกระสุนวิ่ง

เราหมอบหลบอยู่หลังรถกระบะสักพักหนึ่ง แล้วก็เริ่มมีการยิงใกล้เข้ามามากจนได้ยินเสียงมันยิงโดนบริเวณรอบ ๆ ตอนนั้นผมกับคนจำนวนมากรอบ ๆ ก็รีบวิ่งไปยังด้านหลังของวัด แต่แอนดรูว์ไม่ได้วิ่งไป เขาคิดว่าหมอบหลบตรงนั้นจะปลอดภัยกว่า คุณสามารถไปตามอ่านที่แอนดรูว์เล่าว่าเกิดอะไรขึ้นกับเขาได้ แต่สิ่งที่เขาบอกผมก็คือหลังจากหลบอยู่ตรงนั้นสักครู่ เขาก็เห็นผู้ชายคนหนึ่งวิ่งมาตามถนนพระราม 1 แล้วโดนยิงเข้าที่หลัง เขาพยายามเข้าไปถ่ายรูปแล้วก็โดนยิงเข้าที่ขา

หลังจากนั้น ผมและร็อบ ดอนเนลลัน (Rob Donnellan ล่าม) ก็วิ่งไปที่กุฏิ ตอนที่อยู่ในนั้นเองที่แอนดรูว์โทรมาบอกว่าเขาถูกยิง เราจึงกลับไปที่ด้านหน้า พยายามเข้าไปถึงตัวแอนดรูว์แต่ทำไม่ได้ แต่ก็มีกลุ่มหน่วยกู้ชีพที่นำตัวแอนดรูว์และคนอื่น ๆ ที่ได้รับบาดเจ็บมาที่ด้านหลังซึ่งมีสถานพยาบาลแบบชั่วคราวอยู่ เราถามพวกเขาถึงจำนวนผู้บาดเจ็บและเสียชีวิต และได้รับคำตอบว่ามีผู้เสียชีวิต 7 รายและบาดเจ็บ 10 คน หลังจากนั้นผมก็เห็นผู้เสียชีวิตอีกรายตรงหน้า จึงคิดว่าจำนวนทั้งหมดคือ 8 ราย แต่จำนวนในข่าวคือ 6 ราย ผมมีภาพหนึ่งที่ร็อบถ่ายได้ที่ดูเหมือนมีศพ 7 ศพ ทั้ง ๆ ที่น่าจะมีแค่ 6 แต่อาจจะเป็นเรื่องของรูปทรงของผ้าที่ห่อไว้ทำให้ไม่แน่ใจนัก

ตอนนั้นก็มืดแล้ว ประมาณหนึ่งทุ่มหรือสองทุ่ม ผมพยายามโทรศัพท์หากองบรรณาธิการ สถานทูต ผมโทรไปเล่าเหตุการณ์ให้ภรรยาฟัง ซึ่งเธอก็ติดต่อสภากาชาดสากล ผมพยายามโทรหาทุกคน แต่ก็ต้องอยู่ในนั้นอีกราว 3 ชั่วโมงกับผู้คนที่หวาดกลัวมากกับเสียงกระสุนปืนและระเบิดและรอคอยให้เกิดอะไรบางอย่าง จนในที่สุดก็มีหน่วยกาชาดหรือใครก็ไม่ทราบที่ไม่ต้องการเปิดเผยตัว คือทุกคนอยากได้รับการกล่าวถึงยกเว้นคนที่มาช่วยจริง ๆ ทั้งรัฐบาล สถานทูต และหนังสือพิมพ์ผม แต่คนที่มาช่วยจริง ๆ ไม่ต้องการถูกกล่าวถึง เขาโทรศัพท์มาหาผมแล้วบอกว่าจะส่งรถพยาบาลมาที่หน้าประตูและพวกเราต้องพาคนออกไป ตอนนั้นทุกคนในวัดรู้สึกกลัวว่ามันจะเป็นกับดัก ผมจึงเดินออกไปพร้อมกับยกมือ บอกรถพยาบาลว่าผมจะกลับมาอีกรอบ และผมก็แบกเปลพยาบาลเปลแรกไปที่รถด้วยตัวเอง แล้วก็ต้องช่วยแบกเปลทุกอัน มีเจ้าหน้าที่คนหนึ่งที่กล้าหาญมาก เขาตัวใหญ่ ใส่เสื้อสีขาวมีสัญลักษณ์กาชาด ทำให้เขาไม่รู้สึกว่าเป็นอันตรายเท่าไร

พอขนผู้บาดเจ็บไปหมดแล้ว ผมเห็นว่าเหลือรถพยาบาลว่างอยู่หนึ่งคันก็เลยถามเจ้าหน้าที่ว่าผมกลับไปพาเด็กมาขึ้นรถออกไปได้ไหม เขาตอบว่าไม่ได้ เพราะจะผิดข้อตกลงเรื่องหยุดยิง ซึ่งให้นำแค่เปลและคนบาดเจ็บออกไปเท่านั้น ผมเถียงกับเขาแต่เขาก็บอกว่าไม่ และจะนำรถออกไปแล้ว ผมจึงกลับไปบอกคนในวัดว่าพวกเจ้าหน้าที่สัญญาว่าจะกลับมารับเด็กและผู้หญิงในตอนเช้าถ้ายังมีการต่อสู้กันอยู่ คือให้ร็อบช่วยแปลให้ แต่ผู้คนฟังแล้วก็ไม่ค่อยดีใจเท่าไรนัก จากนั้นเราก็แบกแอนดรูว์ออกไปเป็นคนสุดท้าย ซึ่งรถพยาบาลคันนั้นก็เกือบขับออกไปแล้วแต่พวกเราก็ขึ้นไป จริง ๆ ผมควรอยู่ที่นั่นต่อในคืนนั้นและผมก็รู้สึกแย่ที่ไม่ได้อยู่ แต่ผมก็ต้องออกมาเขียนข่าว

ผมไม่รู้ว่าคันอื่นขับไปที่ไหนแต่คันที่ผมนั่งนั้นมาส่งแอนดรูว์กับชายอีกหนึ่งคนที่โรงพยาบาลรามาธิบดี เขาทำการผ่าตัดให้แอนดรูว์ในคืนนั้นเลยและผ่าตัดอีกครั้งในวันศุกร์เพราะยังเหลือเศษกระสุนอยู่ ซึ่งตอนนี้ก็ยังเหลืออยู่นิดหน่อย เจ้าหน้าที่นิติวิทยาศาสตร์มาที่โรงพยาบาลและตรวจดูว่าเกิดอะไรขึ้นกับเขา เจ้าหน้าที่บอกเราว่ามันดูเหมือนแผลจากกระสุนความเร็วสูงกระทบใกล้ ๆ เขาและแตกกระจายออก ทำให้มีรอยแผล 6 รอย และมีเศษทองแดงกับเศษตะกั่วอยู่ข้างในแผล หลังจากนั้นเจ้าหน้าที่ก็พยายามบอกว่ามันอาจจะเป็นแผลจากระเบิด ซึ่งไม่ได้น่าเชื่อถือเท่าไรนักเพราะพวกเขามีหลักฐานอยู่แล้ว ทำไมจะระบุไม่ได้

Q: คุณรู้สึกอย่างไรบ้างที่เป็นหนึ่งในนักข่าวไม่กี่คนที่ติดอยู่ในเหตุการณ์นั้น

A: ผมประหลาดใจเล็กน้อย คือนึกว่าใคร ๆ ก็จะไปที่นั่นเสียอีก แต่ที่นั่นมันน่ากลัวผมเลยเข้าใจว่าทำไมคนถึงออกไปจากที่นั่น ผมรู้สึกว่ามันเป็นประสบการณ์ที่แย่มาก ผมคิดว่าถ้ามีการช่วยเหลือมากกว่านั้น สถานการณ์คงจะจบลงดีขึ้นกว่าที่เห็น เพราะว่ามีการหยุดยิง ความรุนแรงจึงหยุดลง ผมเคยทำงานในมาเลเซีย 4 ปี เคยไปที่อิรัก ฉนวนกาซ่า เลบานอน แต่คืนนั้นเป็นคืนหนึ่งที่น่ากลัวที่สุดในชีวิตของผม

Q: ในฐานะสื่อมวลชนในเหตุการณ์นี้ คุณพบความลำบากหรืออุปสรรคอะไรบ้าง

A: ผมไม่ค่อยมีปัญหากับการรายงานข่าวจากสถานที่อันตราย ผมคิดว่าสิ่งที่ท้าทายที่สุดอย่างหนึ่งก็คือประเด็นบางอย่างที่คุณไม่สามารถพูดได้อย่างอิสระ หรือผู้คนกลัวที่จะพูดถึง แล้วก็เรื่องสื่อไทย คือเวลาคุณไปที่ไหนคุณก็จะต้องอาศัยสื่อท้องถิ่นในการรับข้อมูลข่าวสาร แล้วสื่อไทยดูเหมือนจะแบ่งพรรคแบ่งพวกกันอย่างมาก แล้วก็เล่าเรื่องด้านเดียว เหตุการณ์เลยกลายเป็นว่าสื่อต่างประเทศมีความเป็นกลางและน่าเชื่อถือมากกว่า และในขณะเดียวกันสื่อใหม่ก็มีบทบาทมากขึ้นอย่างมาก เช่นคนก็จะละทิ้งช่องทางปกติมาหาข้อมูลในทวิตเตอร์และเฟซบุคแทน น่าประทับใจทีเดียว

รัฐบาลก็ตั้งข้อสงสัยกับพวกเราบ้างอย่างมีเหตุผล พวกเขาให้เราเข้าถึงถ้าเราขอ ทหารก็เป็นมิตรดี กลุ่มคนเสื้อแดงก็เป็นมิตรดี ทุกคนดูเหมือนจะเข้าใจว่านักข่าวต่างชาติไปอยู่ที่นั่นทำไม ดังนั้นเรื่องที่มีเพื่อนของผมถูกยิงเสียชีวิตก็ยังเป็นเรื่องที่ต้องหาความจริงต่อไปว่าเกิดอะไรขึ้นกันแน่

สิ่งที่แปลกที่สุดสำหรับผมก็คือความเข้มงวดในการพูดถึงเรื่องบางเรื่อง และเรื่องที่การหลบในที่หลบภัยที่เป็นกลางนั้นไม่ได้ช่วยป้องกันอะไร

(27 พ.ค.) ที่ศาลแขวงปทุมวัน ถนนพระราม 4 พนักงานสอบสวน สน.ลุมพินี ควบคุมตัว นายคอลแชล คอนเนอร์ เดวิด สัญชาติ ออสเตรเลีย ครูสอนภาษา และ นายชาเวซ เจฟฟรี ฮัท สัญชาติอังกฤษ ผู้ต้องหา ในความผิดฐานฝ่าฝืน พ.ร.ก.การบริหารราชการในสถานการณ์ฉุกเฉิน พ.ศ.2548 กรณีขึ้นเวทีปราศรัยกลุ่ม นปช.เมื่อวันที่ 18-20 พฤษภาคม ที่ผ่านมา บริเวณแยกวิทยุ ซึ่งเป็นช่วงเวลาที่ รัฐบาลประกาศ พ.ร.ก.การบริหารราชการในสถานการณ์ฉุกเฉิน ซึ่งเป็นการฝ่าฝืนคำสั่งเจ้าพนักงาน

ทั้งนี้ พนักงานสอบสวนขออำนาจศาลฝากขังครั้งแรกเป็นเวลา 7 วัน ไปจนถึงวันที่ 3 มิถุนายนนี้ เนื่องจากการสอบสวนยังไม่เสร็จสิ้น ต้องสอบสวนพยานเพิ่มเติมอีกหลายปาก

2 Foreigners detained for 7 days for violating Emergency Act , having a speech on UDD's stage

The investigation officer from Lumpini Police Station took Mr. Colsal Conner David, Austrain language teacher and Mr. Chavez Jeffry Hut, Citizen, to Pathumwan District Court as guilty of Emergency Act violation by having public speech on UDD's stage at Witayuh Junction during 18th-20th May under the Emergency Act declared by the government.

The investigation officer requested the jurisdicial power for first detention for 7 days, until 3rd June. Since they claimed that the investigation hasn't finished and further investigations are needed.

The court considered and accepted the request for detention and also authorized the officers to bring them to the Bangkok Remand Prison.

Intelligence reports reveal that red-shirts in many parts of the country are forming an underground movement, Special Branch chief Pol Lt-Gen Treethos Ronnaritwichai said on Thursday.

He said the reports had been gathered since the operation to break up the United Front for Democracy against Dictatorship protest at Ratchaprasong on May 19. He refused to disclose any details

He had set up a task force of special branch police to follow the underground movement's activities throughout the country.

Shocking photos sent from a volunteer reporter during the incident at Pathumwanaram Temple on 19th and 20th May show all 6 shot dead and armed soldiers on BTS track with same marking tags as those attacking the the demonstrators on the 19th. As the Central of Resolution of Emergency Situation (CRES) refused and claimed that the armed soldiers were at Siam BTS Station, the National Human Right Committee claims the evidences are insufficient to ensure that the shots were from soldiers

19th May incident

The photos sent from the volunteer reporter were captured on the 19th May ,showing a number of soldiers near Siam BTS Station aiming at the demonstrators in the area of Pathumwanaram Temple below, in which many hundred demonstrators ran for cover.

The photos captured on the 20th May, the day after the police took the demonstrators from inside out to safety, show the soldiers still in position on the BTS track near Siam BTS Station. Gunfires from the earlier night resulted in 6 dead civilians. The bodies remain inside Pathumwanaram Temple.

After verifying these photos, the armed force near the Siam BTS Station and on the BTS track appeared to be the same armed force employed in the "Operation Rachaprasong", noted from the similar glossy pink stickers on the helmets.
Military claimed, soldier were only at the Station not approaching into the area.
Yesterday, 26th May, prior to the daily meeting of the CRES in the Army Headquarter, the internal meeting between intelligence and operation division took place, to prepare information for clarify to the parliament. The Special Force Headquarter clarifies the clash at Pathumwanaram Temple and confirms that there was no gunfires shot into the temple, since they only approached to Siam BTS Station.

Human Right Commission : Insufficient evidence on the gunfires
Mrs. Amara Pongsapitch, president of the National Human Right Commission, said, the incident resulting 6 shot dead in front for Pathumwanaram Temple still has no clear evidence of any shooter, the photos just show soldiers standing on the BTS track, more factors and contexts are needed. Doctor Chuchai Supawong, secretary of the National Human Right Commission, said,the photos point to no conclusion that there was the soldier's shot.

Suthep Teougsuban, vice-Prime minister of security spoke of the clarification of the evidences and witnesses of the killing occurred in the Temple given by Pheu Thai Party and warned the media for careful publication of news and not to be convinced and become a tool by the terrorist and added that, those who lie has been only certain group. while Abhisit Vetjashiwa said in the CRES conference on 25th May of worry about the incident at Pathumwanaram Temple and demanded those who are responsible to prapare the facts and information to declare, especially the sensitive cases which could possibly lead to harm consequences.

Honorary president of Satellite Television Association (Thailand) suggests boycotting CNN, as it is regarded that CNN takes the Red Shirt’s side and speaks inappropriately about the monarch. Other participants of the seminar, however, disagree; they suggest that Mr. Dan Rivers should have a chance to make a statement.

(24^th May) During a seminar held to discuss the role of foreign press in dealing with Thai political situation, at the Faculty of Journalism and Communication, Thammasat University, Mr. Nipon Naksompop, honorary president of Satellite Television Association (Thailand), announced 4 suggestions about the stance Thai society should take towards CNN.

There have been criticisms towards CNN for biased news report, for being too sympathetic with the Red Shirt, such as reporting that the protesters have no weapon or reporting news as though the reporters were in the situation although they are reporting from their residence. Mr. Nipon said that CNN’s news report is subjective, prejudiced and not always based on facts. There is also a show, called ‘Rick’s List’, in which the host has an inappropriate attitude towards Thai royalty. On behalf of STAT, Mr. Nipon stated that, as CNN does not respect Thailand, Thai society should do the following:

1. Thai satellite televisions should stop broadcasting and cut their contract with CNN.

2. Both free television and cable television should take CNN’s programme off their schedules and cancel their contract; they should not profit from those programmes.

3. Organisation, both private and the government’s, should stop their membership and their support for CNN.

4. Thai citizens should stop watching CNN, and cancel their membership with organisations which still have contact with CNN, in order to cut CNN’s profit.

The suggestions caused continuous disagreement from participants of the seminar.

As a result, Mr. Nipon concluded that the Foreign Correspondents' Club of Thailand should hold another seminar with Mr. Dan Rivers invited, and there will be a complaint letter to CNN. Then he will assign a committee to follow the issue.

Prof. Suthachai, History Professor at Chulalongkorn University received arrest warrant.

(23 May 2010) According Phyathai Police Station, there are both house search warrant and arrest warrant according to the order of CRES of Prof. Suthachai Yimprasert, professor at Department of History, Faculty of Arts, Chulalongkorn University. The authorities explain the act is to prevent Mr. Suthachai and others from organizing terrorist act which violates the emergency decree.

On the other hand, Mr.Suthachai said that he does not know with what charge he is to be arrested. However, he will report himself at CRES tomorrow and prepare a lawyer.

The soldiers were at full readiness, helmets on, Kevlar armour strapped in place, M16 rifles in hand. They might have been preparing to storm a stronghold of Red Shirt anti-government protesters or swoop on a cell of terrorist bomb-makers — but this was the corridor of a five-star hotel in central Bangkok, and the object of their stern attention was me.

For 2? hours yesterday I was detained in my room as their comman-der, who refused to identify himself, examined the photographs on my poc-ket camera. By the current standards of Bangkok, where hundreds of people, including foreign reporters, have been killed or injured in the past eight days, it was a trivial incident. But it was a lesson in the enormous changes that the political crisis has brought to this society.

Thais, who used to be among the freest people in South-East Asia, now live under legal strictures more often associated with a military dictatorship. Since a state of emergency was declared six weeks ago, authorities can impose curfews, detain suspects without trial and overrule civilian officials — all without fear of prosecution. Bangkok felt a little more normal yesterday, two days after a series of arson attacks that followed the collapse of the two-month protest by Red Shirts demanding that Abhisit Vejjajiva, the Prime Minister, hold new elections.

At least 16 people died on Wednesday alone, almost all of them Red Shirts, shot dead as soldiers advanced on the protesters’ rallying point.

The body of another man was recovered yesterday from the shell of Central World, a shopping mall in the centre of Bangkok that suffered partial collapse on Wednesday after being set on fire by protesters. Yesterday the Government lifted its curfew in the seaside resort of Pattaya, but one remained in force in Bangkok and 22 provinces.

“We have restored order in the capital of Bangkok and the provinces of Thailand,” Mr Abhisit announced in a television broadcast. “We have been able to do this with the co-operation of government officials, volunteers and, of course, the people of Thailand.

“We will continue to move swiftly to restore normalcy, and we recognise that as we move ahead there are huge challenges ahead of us. The operation was within the law and complied with international practice.”

In imposing its will, however, the Government has at its disposal powers enjoyed more often by the world’s most repressive governments.

Since the state of emergency came into effect on April 7, Mr Abhisit has worked not out of his civilian offices in Government House, but from the headquarters of Bangkok’s 11th Infantry, home to the Centre for the Resolution of the Emergency Situation, the ad hoc body that, in effect, runs the country.

That body has used its powers to issue compulsory summonses to politicians, businessmen, activists, academics and broadcasters to respond to allegations of involvement in the protests.

It has frozen more than a hundred bank accounts belonging to people and businesses believed to be connected with the Red Shirts or Thaksin Shinawatra, the deposed Prime Minister.

It has blocked or shut down websites — 400 by the end of last month — as well as television channels and radio stations perceived to support the Red Shirts, while the country’s lively and independent press has become increasingly cowed and unquestioning in its support of Mr Abhisit’s Government. One example stood out from yesterday’s edition of the English-language paper The Nation, which reported that defeated Red Shirt protesters sent from Bangkok to their homes in the provin-ces wept “tears of joy” as they left.

The state of emergency allows the authorities to detain suspects without charge in places other than conven-tional remand centres. Yesterday the media published, with some amusement, photographs of the rather attractive villas on a police base where the arrested Red Shirt leaders are being held. The point about them is not that they are pleasantly roomy, but that they are hours away from Bangkok and that, under the emergency decree, suspects have no guarantee of access to their lawyers and families.

Given these powers, looking into hotel rooms is a minor detail. I was not singled out for a search; the soldiers, I was informed, were going from building to building looking for suspicious people and objects before reopening the road on which the hotel stands, overlooking the Red Shirt protest site.

The uniformed officer looked into my suitcase and bags and poked at my set of bulletproof body armour. It was then that he noticed the small digital camera that I had placed on a table as a precaution, recording the scene.

On learning that he was being recorded, he took offence and disappeared downstairs, leaving me with my three guards. The camera was returned to me with the recording of the search deleted; nothing else was confiscated.

While the men with the M16s sat outside my door yesterday I telephoned a Thai lawyer friend and asked him, rather naively, whether the soldiers had a right to go through my things.

“They can shoot people on the streets,” he pointed out. “They can certainly search your hotel room.”

L’entreprise de fabrication d’armes FN Herstal, qui est a décroché des contrats en Thaïlande, a été informée officiellement mardi de la décision des autorités wallonnes.

« Nous respecterons cette décision et nous attendons la suite », a expliqué le porte-parole de l’entreprise, Robert Sauvage.

เมื่อวันคาร (18 พ.ค. 2553) คณะมนตรีของประธานมนตรีวอลลูน (Walloon) ยืนยันข่าวที่ถูกเสนอในเวปไซต์ของ RTBF ว่า ในวันอาทิตย์ที่ผ่านมา (16 พ.ค. 2553) นายรูดี เดอมอตต์ ประธานมนตรีตัดสินใจระงับใบอนุญาตส่งออกอาวุธไปยังประเทศไทย หลังจากที่ประเทศไทยตกอยู่ภายใต้วิกฤตทางการเมืองที่ร้ายแรง

หน่วย งานของวอลลูนได้ติดตามสถานการณ์ความขัดแย้งที่เป็นอันตรายถึงขีดสุดซึ่ง ประเทศไทยกำลังเผชิญอยู่มาเป็นเวลาหลายสัปดาห์ พวกเขาได้ทำการติดต่อบริษัทต่างๆที่เกี่ยวข้องและบริษัทเหล่านี้มีท่าที ระมัดระวังมาระยะหนึ่งแล้ว การส่งออกได้ถูกระงับจนกว่าสถานการณ์ในไทยจะกลับมาเป็นปกติอีกครั้ง

สำหรับผู้บาดเจ็บตั้งแต่วันที่ 14 พ.ค.จนถึงปัจจุบัน มีทั้งหมด 480 ราย โดยอยู่ในเขต กทม. 437 ราย และใน 7 จังหวัด 43 ราย มีผู้เสียชีวิตรวม 53 ราย อยู่ในเขต กทม. 52 ราย และจ.ขอนแก่น 1 ราย

นายจุรินทร์ กล่าวต่อว่า ในการปฏิบัติหน้าที่ด้านการแพทย์ฉุกเฉินพบว่า มีอาสาสมัครกู้ชีพ ได้รับบาดเจ็บ 3 ราย เสียชีวิต 2 ราย โดยผู้ได้รับบาดเจ็บ และผู้เสียชีวิตทั้ง 5 นอกจากจะได้รับเงินช่วยเหลือจากกระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ (พม.) ตามเกณฑ์ที่รัฐบาลกำหนดไว้แล้ว ในส่วนของกระทรวงสาธารณสุข ได้พิจารณาให้ความช่วยเหลือเพิ่มเติมด้วย โดยอาสาสมัครที่เสียชีวิตจะได้รับเงินช่วยเหลือรายละ 50,000 บาท ส่วนผู้บาดเจ็บได้รับรายละ 20,000 บาท

The Ministry of Public Health reveals that, since 12th March, there were 1,898 injuries and 85 deaths. As for from 14th May on, there were 53 deaths and 480 injuries, 437 of which were in Bangkok.

(21st May) Bangkok Biz Online reports, Mr. Jurin Laksanavisit, Minister of Public Health states the number of deaths and injuries cause by political conflicts, both in Bangkok and other provinces, since 12th March until the present. There has been 1,898 injured and 85 dead.

As for the dead and injured since 14th May, there have been 480 person injured, 437 of which were in Bangkok, and 53 deceased –of which 52 in Bangkok and 1 in Khonkhan.

Mr. Jurin further announced, 3 rescue officer were injured, 2 dead. They are compensated by the Ministry of Social Development and Human Security with the rate set by the government. And from the Ministry of Public Health, the deceased volunteers are compensated with 50,000 baht, and the injured receive 20,000 baht.

21 พ.ค. 53 - รายงานข่าวแจ้งว่า จำนวนแนวร่วม นปช.ผู้ต้องหาฝ่าฝืน พ.ร.ก.ฉุกเฉิน ที่ได้มีการยื่นคำร้องฝากขังครั้งแรก เป็นเวลา 6 วัน ตั้งแต่วันที่ 21 - 26 พ.ค.นี้ รวมทั้งสิ้น 114 คน แยกเป็นผู้ต้องหาที่ถูกควบคุมตัว มาจากค่ายนเรศวร จ.เพชรบุรี 34 ราย และกองบังคับการตำรวจตระเวนชายแดน ภาค 1 จ.ปทุมธานี 45 ราย และส่วนที่เจ้าหน้าที่ตำรวจ สน.ปทุมวัน จับกุม 30 ราย และ สน.ลุมพินี จับกุม 5 ราย

ส่วนกรณีที่ นายวิญญัติ ชาติมนตรี ทนายความ นปช.ยื่นคำร้อง ขอประกันตัวผู้ต้องหาคนละ 40,000 บาท นั้น ศาลมีคำสั่งยกคำร้องเนื่องจากเห็นว่าขณะนี้สถานการณ์อยู่ระหว่างประกาศ พ.ร.ก.ฉุกเฉิน อีกทั้ง หากได้รับการปล่อยตัวเกรงว่าจะก่อความเสียหายอีก จึงไม่มีเหตุที่จะให้ประกันตัว ทั้งนี้เมื่อศาลไม่อนุญาตให้ประกันตัวทั้งหมดจะถูกนำตัวไปควบคุมที่ค่ายนเรศวร และ ตชด.ภาค 1 เช่นเดิม

Court turns down bail for 114 Reds

21 May 2010 - A source reports that there are 114 UDD protesters who are arrested under the Emergency Decree. They are held in custody for 6 days (21-26 May) for the first period of order. Among them, 34 persons were transferred from Naresuan Camp, Phetburi; 45 from Border Patrol Police Bureau, Section One, Pathumthani; 30 from Pathumwan Police Station; and 5 from Lumphini Police Station.

With regard to the bail appeal by UDD lawyer, Winyat Chatmontri, the Court turned it down for the reasons that it is still under the Emergency Decree and that the detainees may cause harm if they were released. After such court order, all the detainees will be sent back to Naresuan Camp and Border Police Bureau, Section One.

10 More Dead Bodies Found at Central World

Police found a shirtless dead man died from suffocation in Central World. The body was found in a telephone shop, next to him lied a towel and a fire extinguisher.

Fire squad then later found 9 more dead bodies under Central World building. However, they are unable to investigate them since they have to constantly put out the fire ,fearing that the building might collapse.

Red Siam re-establish rally at Sanamluang

21 May 10 - Thairath Online reports that Mr Surachai Saedan, leader of the Red Siam faction, told the news agency that he would organize a rally together with Mr Jakrapob Penkair's group ,to inform the Reds the reasons for their beleaguered fate after the [Redshirt leaders'] failed attempt to call off the protest peacefully at Ratchaprasong, which resulted in nationwide anarchy for three days. The rally is set to take place after Emergency Decree is repealed, and aimed to inform and console the Redshirts. 5,000 of them are expected to attend the rally, Surachai added.

"I have warned so many times that the Redshirt leaders should step down for the sake of the nation. They didn't listen, so there was chaos. Many people wouldn't just [disperse] and things went out of control. It was rage." said Mr Surachai.

‘I promised. So I’ll stay until the soldiers come and shoot me’

The loneliest woman in Thailand sits in front of the Red Shirt stage in central Bangkok. She wears a red T-shirt and red bandanna, and carries in her hand a red flag.

For 43 days Pusdee Ngamcam has camped out here, sleeping on a thin mat with the noise of this city in her ears, living off instant noodles and braving the unspeakable lavatory facilities. Only one thing has now changed: she is alone.

Two hours earlier this spot had been a tumult of singing, speechifying and righteous anger against the Government of Abhisit Vejjajiva, the Thai Prime Minister. It was also a place of fear. The armoured cars and infantrymen of the Royal Thai Army were advancing towards the Red Shirts, less than a mile down the road.

Many Thais expected a massacre, worse even than the botched operation last month to clear another protest site in which 25 people died. Or perhaps the army would advance and then stop, putting more pressure on Nuttawut Saikua, the Red Shirt leader, to negotiate. Very few, if any, expected Mr Nuttawut’s announcement made on the red stage a few moments after 1.30pm: that the Red Shirt leadership was capitulating, handing itself over for arrest en masse, and that the epic conflict that had unfolded in Bangkok over the past two months was over.

“As soon as the leaders told them to leave, in ten minutes everyone was gone,” Ms Pusdee, 45, an unmarried nurse from Bangkok, says. “It’s not right, because we are fighting for democracy.”

While the few thousand other protesters melted away into the city or found sanctuary in a nearby Buddhist temple, Ms Pusdee found herself the Last of the Red Shirts.

“I keep my promises, and I promised not to leave until they dissolved Parliament and we have elections,” she says in a wilderness of abandoned chairs, sleeping mats, cooking equipment and amplifiers.

“They have not dissolved Parliament so I won’t leave. No country in the world got democracy just by asking — you have to fight for it.” How long will she stay here? “Until the soldiers come here,” she says, “and shoot me.”

There is nothing fantastic about this idea. All morning the Royal Thai Army has been shooting people in its path, both Thais and foreigners. The dreadful end of the day, as furious and leaderless Red Shirt hooligans set fire to buildings across the city, has provided the images that the Thai Government will thrust before the eyes of the world. But until lunchtime it was a day like the four days that preceded it — in which soldiers armed with automatic weapons killed and injured civilians armed, for the most part, with sticks, stones, bottles of petrol and fireworks.

One young man, whom I met as the sun was rising over the massed armoured cars on the perimeter of the Red Shirt zone, proudly showed me his contribution to the struggle: three hand-made arrows, crafted from bamboo and feather-flighted. The difficulty was that he had no bow from which to fire them.

Instead he planned to shoot them at the advancing armoured column with a small catapult. These are the people whom the Thai Government has labelled “terrorists”, though they have as much in common with the Bash Street Kids as Osama bin Laden.

There are some armed anti-government protesters — the so-called Black Shirts, hardcore militants who do their best to avoid the gaze of foreign journalists and even of their Red Shirt fellows. By lunchtime yesterday they were fortifying one of the stations of Bangkok’s overhead Sky Train against the army’s advance. I saw one automatic rifle; colleagues reported at least one more, as well as handguns. Ninja-like men were seen furtively running with long, thin wrapped objects that may or may not have been grenade launchers.

These may — or may not — have been used last month to kill a colonel who was leading a botched assault on a Red Shirt protest site, but in the past few days the influence of a handful of urban guerrillas has been insignificant. Since the army began its operation of suppression last Thursday, only one military man has been killed: an air force officer accidentally shot by his comrades.

The rest of the dead, close to 50 of them, and almost all of the injured, have been civilians.

Some of them were Black Shirts, firing suicidally over the barriers at the soldiers. But others were ordinary Thais and people like me, nervously backing down the street ahead of the advancing fire, unable even to see through the smoke of the burning barricades to the soldiers shooting their assault rifles.

Shots whistled down the street unpredictably. The victims were carried out, a few every hour, by daredevil ambulances screaming and skidding in and out of the kill zone.

All morning one tried to imagine what would happen when they reached the main stage, where Ms Pusdee and her friends were waiting, tremulous but determined.

For weeks speakers such as Mr Nuttawut had been reinforcing their belief in the nobility of their cause and the necessity of defending it to the death. Their demands are straightforward: that Mr Abhisit, whose party has never been elected, and who came to power as the indirect result of a military coup, step down and call elections.

No wonder then, that Ms Pusdee feels betrayed — and no wonder that Mr Nuttawut made the choice that he did. “All the people were ready to give up their lives,” a woman named Pom told me in the temple where she had taken refuge. “The leaders chose to give up their freedom to save our lives.”

And no surprise, really, that the younger and more thuggish of the Reds chose to run amok, burning banks, the stock exchange, a TV station regarded as favouring the Government and a shopping centre. Such destruction can never be excused, but this has never been a conflict with clear rights and wrongs.

Perhaps one should simply be grateful that it was not much bloodier and that the worst Ms Pusdee has to deal with is disappointment. For Mr Abhisit, who always seemed such a decent man, this is a victory, but a victory of which he can only decently feel ashamed.

ความคิดนี้ไม่ใช่ความคิดที่ชวนให้เห็นพ้องเท่าไหร่ เพราะตลอดเช้าที่ผ่านมา กองทัพทหารไทยยิงประชาชนทุกคนที่ขวางทาง ไม่ว่าจะเป็นคนไทยหรือชาวต่างชาติ พอถึงช่วงเย็นวันนั้น เสื้อแดง ผู้ที่ตอนนี้เปรียบเสมือนฮูลิแกนผู้โกรธแค้นและไร้ผู้นำก็เริ่มจุดไฟเผาอาคาร แสดงภาพให้เห็นว่า รัฐไทยมีการใช้กำลังต่อหน้าสายตาชาวโลก แต่จนกระทั่งก่อนถึงช่วงเที่ยงในวันเดียวกันนั้น ก็เหมือนเช่น 4 วันก่อนหน้านี้คือ มีทหารติดอาวุธปืนกลสังหารและทำร้ายผู้คนที่มีอาวุธ ซึ่งอาวุธที่ว่าส่วนใหญ่แล้วคือไม้, ก้อนหิน, ระเบิดขวด และประทัด เท่านั้น

บนท้องถนนนั้น เดาทางไม่ได้เลยว่า กระสุนจะมาจากทางไหน เหยื่อที่ถูกยิงถูกหามออกไปในทุก ๆ ชั่วโมง โดยหน่วยพยาบาลผู้กล้าที่รถพยาบาลส่งเสียงไซเรนกรีดร้องแล่นเข้าแล่นออกสมรภูมิสังหาร

ในทุก ๆ เช้า คนก็ต้องคอยจินตนาการกันไปว่า จะเกิดอะไรขึ้นเวลาที่เขาไปถึงเวทีหลัก ที่มีผุสดีและเพื่อนของเธอคอยอยู่ แม้จะสั่น ๆ บ้าง แต่ถือว่าได้ตัดสินใจอย่างแน่วแน่แล้ว

Australian reporter hides out in Bangkok temple

AUSTRALIAN photojournalist Steve Tickner was last night taking refuge in a temple less than 100m away from the heart of the deadly protests between Red Shirts and the Thai military in Bangkok's retail centre.

Tickner spoke to The Australian last night as the sounds of gunfire and heavy explosions continued in the background.

He said, "a stream of dead and wounded" were finding their way to the temple in which he took cover with more than 2000 Red Shirt supporters and three British journalists.

Tickner said most of those seeking refuge were women.

He said one of the journalists, who did not want to be named, had suffered shrapnel wounds to his buttocks.

"Most of the Red Shirts here are not the hardcore ones," he said.

Tickner, who is from Newcastle, on the NSW mid-north coast, said he had flown to Bangkok from Timor on Sunday to cover the protests.

He said that earlier in the afternoon he witnessed a Thai man being shot by the military just metres from the temple.

"I saw the bullet come straight out of the other side of his chest and he just dropped to the ground," he said.

When he and a monk went to help the man, Tickner said, they were also shot at.

"They knew I was a foreign journalist - they saw my cameras," he said.

"We were worried that the man was going to bleed to death on the pavement - we couldn't just leave him there."

Tickner said he and the monk carried the man inside to safety but he died in the temple.

He said there were "at least six dead bodies" among those crowded in the temple.

"A lot of the people here are wounded," he said.

"People are still being shot and there are explosions in the background."

Tickner said the mood was sombre in the temple and almost everyone was "panicked, scared and nervous".

He said he feared he would "be shot within minutes" if he left the temple.

"There are snipers out there, there are tanks - it's just chaos and carnage."

Thailand's army said last night the situation in Bangkok was "under control" and that a military operation against the anti-government protesters' rally base had been halted.

But Tickner said he wasn't sure the gunfire would stop today.

He said if the situation had not calmed by that stage, the group would run out of food and water.

10.55PM TPBS interviewed Dr. Piyalap Wasuwat, Phra Mongut hospital Emergency Department's surgeon. He said there were 7 people injured at Pathumwanaram temple, 5 of them volunteered to come out to get hospitalized. According to another report, the Red Cross announced there were 9 dead bodies remaining in the temple. They couldn't retrieve the bodies yet.

10.50PM According to the report, there are 6 dead bodies wrapped with mats in the temple's pavilion. The monks are praying for them, one of them is female, the report says that is a Red Cross staff who was working in Pathumwanaram temple, 20-year-old, now searching for relatives. Most of the deceased were shot, but the wounded area is still unidentified, since the bodies are covered by mats.

The 8 p.m. to 6 a.m. curfew was enforced Wednesday following an army

The last such curfew was declared in 1992, when the army killed dozens

16.45 น. ว่า ที่บริเวณสนามศุภชลาศัย มีการตั้งเตนท์เพื่อส่งผู้ชุมนุมกลับบ้านมาตั้งแต่เวลาบ่ายโมง โดยการตั้งโต๊ะแบ่งเป็นสองขั้นตอน ขั้นแรกเป็นโต๊ะที่ดูแลโดยทหาร ซึ่งจะทำการจดชื่อสกุลตามบัตรประชาชน สอบประวัติ

ขั้นต่อมา เป็นโต๊ะที่ดูแลโดยกระทรวงมหาดไทย ซึ่งจัดกลุ่มตามจังหวัดและภาคเพื่อให้ประชาชนไปขึ้นรถที่เจ้าหน้าที่เตรียมไว้ เป็นรถบัสปรับอากาสและรถเมล์ ซึ่งมีจุดหมายปลายทางคือสถานีขนส่งหมอชิตและสถานีรถไฟบางซื่อ

จากการสอบถาม มีประชาชนประมาณ 200-300 คนที่กลับไปแล้ว แต่ในเวลานี้ ยังไม่มีประชาชนเข้ามาแจ้งความจำนงเพิ่มเติม ขณะเดียวกัน มีประชาชนหลายสิบคนมารอรับญาติที่ยังออกมาไม่ได้ ขณะที่เจ้าหน้าที่ทหารเองก็ไม่อนุญาตให้เข้าไปข้างใน

5:15pm Mr. Panitan Wattanayagorn, Deputy Prime Minister, acting government spokesperson, explained preparations to run special TV programming on all channels in order to inform people of the situation’s progress.

The Army-Interior Ministry has set up a table at Supachalasai Stadium for questioning before sending people home.
4:45pm In the vicinity of Supachalasai Stadium a tent has been set up in order to send protesters back home since 1pm, with tables dividing up the process into two steps. The first table is overseen by soliders, who are taking people’s full names as on their identify card and for questioning.

The next step is a table overseen by the Interior Ministry, which is breaking people into groups based on province and region in order to have them board air-conditioned and regular buses arranged by staff. The buses will take people to Mochit bus station and Bang Sue train station.

14.00 Spring News reported that after the leader surrender and turn themselves to the police, 4 shot of M79 was fired and injured 3-4 soldiers. 13.47 After the leaders ceased the protest, some of the angry protesters broke into Gaysorn Plaza and Central World's front was set on fire. Sounds of bombs and explosion are constantly heard of. Many people ran away to the Police Hospital.

10.30 Khonkaen has 3 sites of demontration, Ratchada park at Khonkaen's Town Hall which the police and soldier forces locate there guarding the place heavily. Other 2 sites are Bueng Kaen Na Korn and Red Station in the Khon Kaen City. All sites run the demonstration by peace.

09.50 Pravit Rojanapruk reported as discussion with a senior NGO person who had just contacted Jaral Distha-apichai, UDD leader, saying that all UDD leaders were ready to surrender ,however around 3,000 protesters didn't accept to surrender. Mr. Jaral also said that army troop was coming much closer as of now.

09.50 Spring News reporter confirmed from the ground that there was no one pouring gasoline in front of Klong Toey MRT. But there were tires being burned under high way. UDD leaders in Klong Toey asked protesters to moved back from the red zone as they might risk being shot, as there have been constantly sounds of gunfires.

Army officer reported that a chemistry bomb found in the area of Thai-Belgium Bridge and Lumbhini MRT.

9.14, Dr. Adisorn Pattradul, Director of Chulalongkorn Hospital, gave interview to Spring News stating that the emergency room is still opened which could accept 100 patients at a time. However, there is no patient delivered to the hospital yet. He's confirmed that they could operate as usual. No smoke has come inside the room. As of now, the smoke outside has been decreased. Regarding security, there are 2 troops of police officers securing the place. And there are 250 admitted patients.

Thai PM openly condemned the National Red Cross Council in the ministerial meeting. He said that the Red Cross helped to extend the protesting by giving them food and ration. Also Deputy-PM said to be feeling awkward for the temple that allow elders and children to take refuge, because they will join back the protesting at night.

18 May 2010, at the 11th Infantry Regiment, Suppachai Jaisamut, deputy spokesperson of the PM office report the result of ministerial meeting. PM Abhisit said that he wanted the situation to be resolve peacefully because, at the moment, there are many international organizations that would like to help relieve the situation. However, the situation is deteriorating as Thai Red Cross have given food and ration to the protesters. We have to explain to those organizations that the only way out is for the protesters to end the protesting immediately. The government would like to reassure that as soon as the protestor stop protesting, there will exist the reconciliation process.

01.15 According to field report via Twitter by Thapanee Iadsrichai, a Channel 3 correspondent, an explosion - believed to be M79 grenade - was heard near Soi Ngam Dupri, Bon Kai intersection. Casualties were reported, and the rescue workers reportedly faced difficulty in the scene as it was dark and very dangerous.

01.15 Correspondent reported that a Redshirt security guard whose unit remained unknown was seized into an unidentified van near Din Dang intersection. Additionally, coffee was distributed by unknown figure to the Redshirt guards; who later vomited severely after consuming the drink. They were rushed to hospital afterward.

สรุปข้อมูลหลังเวลา 15.00 น. ของวันที่ 17-18 พ.ค. 53 มีผู้บาดเจ็บ 46 ราย เสียชีวิต 2 ราย รวมทั้งหมด 48 ราย เสียชีวิต 2 ราย คือ นายสมพาน หลวงชม อายุ 35 ปี (17 พ.ค.), นายมูฮัมหมัด อารี อายุ 35 ปี (18 พ.ค.)

(18 May) 24:00 Erawan Medical Centre concludes the situation between 14-18 May in total of 339 cases, there have been 302 people injured and 37 dead. 91 general treatment, 14 transferred to ICU and 197 received medication.

As of the statistic between 14-17 May 2010 at 1500, there were 256 injured and 35 dead in total 291 cases.

The report after 15:00 of 17th May until 18th says 46 injured, 2 dead, total of 48. The two dead are Sompan Luangchom, 35(17 May) and Muhammad Ari, 35 (18 May)

เมื่อ เวลา 16.00 น. ผู้ชุมนุมและผู้สนับสนุนเสื้อแดงชายหญิงที่ปักหลักอยู่ บริเวณใต้ทางด่วนดินแดงกว่าห้าสิบคนทำกิจกรรม “เปลือยเพื่อชีวิต” (Naked for Life) โดยการถอดเสื้อเหลือเพียงชุดชั้นใน เพื่อสื่อให้สังคมไทยและทั่วโลกรับรู้ว่าผู้ชุมนุมเสื้อแดงมี เพียงตัวเปล่า ไร้อาวุธ และไม่ใช่ผู้ก่อการร้ายตามที่รัฐบาลและศอ ฉ.กล่าวหา

‘Operation Naked’ Reveals No Weapon

Protesters gathered in Din Daeng Triangle before undressing themselves to show that they had no weapon, calling for the military to end the killings.

Sombat Boon-ngamanong, UDD ally, led a number of Red Shirt protesters to Din Daeng Triangle and got naked in protest of the military operation, confirming that they did not possess any weapon. Meanwhile, other protesters continued to burn tires to shield themselves from the soldiers behind the smoke. Loud firecrackers can be heard intermittently.

However, the atmosphere around Din Daeng Triangle became more intense after the protesters attempted to search for military personnel inside Century Park Hotel. They left a red flag after they found no soldiers there.

Thailand: Military must halt reckless use of lethal force

Thai soldiers must immediately stop firing live ammunition into several large areas in Bangkok where anti-government protesters are gathered, Amnesty International said today.

“Eye-witness accounts and video recordings show clearly that the military is firing live rounds at unarmed people who pose no threat whatsoever to the soldiers or to others,” said Benjamin Zawacki, Amnesty International’s Thailand specialist. “This is a gross violation of a key human right—the right to life”.

“Deliberately firing live ammunition at unarmed people, whether they be protesters or otherwise and who pose no credible threat to anyone else, is unlawful”, said Zawacki.

Since 13 May, when the government began “Operation Rachaprasong”, soldiers have fired rubber and live rounds in and around protest sites in several parts of Bangkok . The government claims that there are around 500 “terrorists” hiding among the protesters.

At least 35 unarmed protesters have been killed. The dead include two medics who were wearing white medical uniforms with visible red crosses, shot on 15 and 16 May; and a 17 year-old boy, shot on 15 May. Maj. Gen. Khattiya Sawatdiphon (known as “Seh Daeng”), a military advisor for the protesters, was struck by a sniper’s bullet on 14 May and died on 17 May. In addition another soldier has been killed.

Over 200 people have been injured, including several Thai and foreign journalists, and a 10 year-old boy.

“The government cannot allow soldiers to essentially shoot at anyone within an area it wishes to control”, said Zawacki.

The government’s Rules of Engagement, as articulated by its Center for Resolution of Emergency Situation (CRES) on 14 May, state that live rounds may only be used as warning shots fired into the air, in self-defense, or when forces can clearly see those the security forces consider as “terrorists”. On 16 May, CRES declared several areas just adjacent to the protest site as “live fire zones”.

Several eye-witnesses told Amnesty International that they witnessed soldiers shooting into the area using long-range rifles—at a distance from which the victims were not likely to present any danger.

CRES Spokesperson Col. Sansern Kaewkamnerd said on 14 May that troops would keep a distance from the protesters, and would use live ammunition to stop people from coming closer. When shooting to stop protesters, troops would aim below the knee and fire only one bullet at a time.

“This is unacceptable under international law and standards, which provide that firearms may be used only as a last resort, when a suspected offender offers armed resistance or otherwise jeopardizes the lives of others, and less extreme measures are not sufficient to restrain or apprehend the suspected offender. Outside of clear situations of self-defence, riot control should be performed by trained police using non-lethal equipment, not by soldiers using live ammunition,” said Zawacki.

Background

The United Front for Democracy against Dictatorship (UDD), commonly known as "Red Shirts" for the colour of their clothing, began their protests in Bangkok on 12 March.

Many of them are allied with former Thai Prime Minister Thaksin Shinawatra, deposed in a 2006 coup d’état and currently in voluntary exile. They are calling for greater democracy and have consistently demanded the dissolution of Parliament, followed by new elections. They have also at times demanded the resignation and exile of Prime Minister Abhisit Vejjajiva, who on 3 May proposed a five-point Reconciliation Plan, which included the dissolution of Parliament and new elections on 14 November 2010. The protesters initially accepted the plan in principle, but then countered with a "Red Plan" and refused to vacate their protest site, which they have occupied since 3 April.

The Internal Security Act has been in force since the protests began and an Emergency Decree was declared on 7 April; both confer enormous powers on the military, while the latter has been extended to cover nearly half of Thailand .
Thailand has acceded to the International Covenant on Civil and Political Rights (ICCPR), which provides that the right to life cannot be restricted even “in time of public emergency which threatens the life of the nation (Art. 4).”

Using lethal force recklessly violates international law on the use of force. The United Nations Basic Principles on the Use of Force and Firearms by Law Enforcement Officials (1990) and the United Nations Principles on the Effective Prevention and Investigation of Extra-Legal, Arbitrary and Summary Executions (1989), while not legally binding per se, represent global agreement by states on how to best implement international human rights provisions during law enforcement operations without violating the right to life. Both are clear that intentional lethal force can only be used when strictly unavoidable to protect life.

Anti-government protesters in Bangkok in their thousands have ignored a government deadline for leaving their camp in the city centre.

Government spokesman Panitan Wattanayagorn told the BBC an agreement had been reached with red-shirt leaders to allow women, children and those in need of medical attention to leave.

He said there were "armed elements" among the protesters, but while the security forces were trying to contain them, they "are not using weapons against the people".

โฆษกรัฐบาลนายปณิธาน วัฒนายากรบอกกับผู้สื่อข่าวบีบีซีว่าได้มีการบรรลุข้อตกลงกับแกนนำเสื้อแดงว่าจะอนุญาตให้เด็กและสตรีพร้อมทั้งผู้ชุมนุมที่มีปัญหาสุขภาะออกจากพื้นที่ชุมนุมได้

นายปณิธานยังได้กล่าต่อไปว่ามีความเป็นไปได้ว่าในบรรดากลุ่มผู้ชุมนุม"มีคนบางกลุ่มที่พกพาและพร้อมจะให้อาวุธและความรุนแรงอยู่" อย่างไรก็ดีเมื่อเจ้าหน้าที่รัฐพยายามจะจำกัดวงล้อมผู้ชุมนุมทางฝ่ายรัฐก็ "ไม่ได้มีการใช้อาวุธทำร้ายประชาชนแต่อย่างใด"

ู้สื่อข่าวรายงานว่าเมื่อเวลา 20.00 น. วันที่ 17 พ.ค. พ.อ.สรรเสริญ แก้วกำเนิด โฆษก ศอฉ. แถลงว่าจนถึงขณะนี้มีข้อมูลที่แน่ชัดแล้วว่ากลุ่มก่อการร้ายที่ชุมนุมบริเวณแยกราชประสงค์ได้พยายามสร้างสถานการณ์ทำร้ายพี่น้องประชาชนให้บาดเจ็บและเสียชีวิต โดยเฉพาะประชาชนโดยทั่วไป ประชาชนที่ร่วมชุมนุม หน่วยกู้ภัย สื่อมวลชน

โดยเฉพาะชายฉกรรจ์จำนวน 5-10 คนแต่งกายด้วยชุดเครื่องแบบคล้ายทหารขึ้นไปบนตึกชีวาไทยชั้น 24-27 ใกล้โรงแรมเซนจูรี่แล้วซุ่มยิงประชาชนอาจได้รับอันตรายได้ โดยเฉพาะเจ้าหน้าที่ทหารได้โดนซุ่มยิง
